I have the honour to forward for the

consideration of His Majesty's Government a

confidential memorandum of the views of the

Hong Kong Executive and Legislative Councils,

the Committee of the Hong Kong General Chamber

of Commerce and the Hong Kong Branch of the

China Committee concerning revision of the

Treaties between Great Britain and China. This

memorandum has the entire concurrence of all

members of these four bodies. I enclose also

a memorandum by the Hong Kong General Chamber

of Commerce on the subject of bonded warehouses

in Hong Kong and a joint memorandum by Messrs.

Butterfield and Swire and Messrs. Jardine,

Matheson and Company concerning the effect on

Hong Kong industries of a high tariff in China.

The Hong Kong General Chamber of Commerce at-

taches great importance to securing favourable

treatment of Hong Kong industries in any com-

mercial treaty negotiated with China.
